Katie Arrington Chief Information Security Officer at Under Secretary of Defense for Acquisition and Sustainment Katherine “Katie” Arrington currently is the Chief Information Security Officer, CISO(A) to the Assistant Secretary of Defense for Acquisition, ASD(A). In this position, she serves as the central hub and integrator within the Office of the Under Secretary of Defense for Acquisition and Sustainment, OUSD(A&S), to align acquisition cyber strategy. As the CISO, Ms. Arrington is responsible to ensure the incorporation of integrated security/cyber efforts within USD(A&S) with the purpose of providing a focused and streamlined governance approach and to provide a central coordination point and common compliance standard that serves to synchronize the various existing disparate cyber security efforts and standards across the Department and Industry as it relates to A&S equities. Ms. Arrington is leading efforts that will help to ensure a robust Supply Chain Risk Management (SCRM), establish Defense Industrial Base Security and Resilience, and establish a common standard in Cyber Security Standards. She also meets with key Cyber personnel (across both DoD and Federal Agencies) as well as legislators to ensure that changes made in the National Defense Authorization Act (NDAA) are supportive in reaching the goals of decreased spending and increased compliance with current and future standards. Before assuming her position in OUSD(A&S), Ms. Arrington had an extensive career as a legislator and senior cyber executive. Ms. Arrington was a candidate for South Carolina US House of Representative 2018 and a South Carolina State Representative for 2 terms. She has substantial experience and capabilities in cyber strategy, policy, enablement and implementation across a wide range of domains, including DoD, Federal, Healthcare and State. She acquired her experience in cyber over the past 15 years with Booz Allen Hamilton, Centuria Corporation and Dispersive Networks. This has given her the unique experience of working at a large business, small business and non-traditional contractor for the government. She attended Canisius College in Buffalo, NY.

Pam Durham Director of Director, Office of Missile, Biological, and Chemical Weapons Nonproliferation at U.S. Department of State Pam Durham has been the Director of the U.S. State Department’s Office of Missile, Biological, and Chemical Nonproliferation (ISN/MBC) since October 2010. In that position, she oversees the U.S. government’s working level effort to impede, rollback, and eliminate the proliferation of chemical and biological weapons (CBW), missiles capable of the delivery of weapons of mass destruction (WMD), and related equipment and technology. ISN/MBC employs a variety of tools to accomplish its mission, including diplomacy, export controls, interdiction, licensing and visa review, nonproliferation regimes, and sanctions. Mrs. Durham also heads the U.S. delegation to the Australia Group (AG) CBW nonproliferation regime, the Hague Code of Conduct Against Ballistic Missile Proliferation (HCOC), and the Missile Technology Control Regime (MTCR). From February 2006 through September 2010, Mrs. Durham was the Director of the State Department’s Office of Missile Threat Reduction (ISN/MTR). She served as the Deputy Director of ISN/MTR from September 2005 until January 2006. Between 1997 and September 2005, Mrs. Durham was Deputy Director of the State Department’s Office of Chemical, Biological, and Missile Nonproliferation (NP/CBM). Prior to that, she served in a variety of positions in the Foreign Service. Mrs. Durham graduated in 1982 from Ripon College (Ripon, WI) with a BA in French, History, and Spanish. In 1986, she received a Master of Arts in Law and Diplomacy from the Fletcher School (Medford, MA). She is a member of the Senior Executive Service (SES).

Regina Kang Foreign Affairs Officer at U.S. Department of State Bureau of International Security and Nonproliferation’s Office of Missile, Biological, and Chemical Nonproliferation Regina Kang is a Foreign Affairs Officer in the U.S. Department of State Bureau of International Security and Nonproliferation’s Office of Missile, Biological, and Chemical Nonproliferation (ISN/MBC). ISN/MBC leads the U.S. government’s working-level export control and diplomatic efforts to prevent the proliferation of chemical and biological weapons and missiles capable of the delivery of weapons of mass destruction. Regina is the ISN Bureau’s coordinator for the Department’s Nonproliferation Visa Screening Program. She also is responsible for implementing a wide range of export control and nonproliferation authorities, including sanctions. She supports ISN’s missile interdiction efforts through the Missile Trade Analysis Group (MTAG), the interagency body responsible for acting on all-source reporting involving missile proliferation. She joined the Department of State in 2014 with the Bureau of International Narcotics and Law Enforcement Affairs (INL). She managed INL’s security assistance programs, primarily in the areas of criminal justice reform, law enforcement and corrections reforms, and counternarcotics in the Balkans, China, South Asia, and Southeast Asia. She also worked on a range of political-military issues on the China desk in the Bureau of East Asia and Pacific Affairs. Prior to joining the Department of State, she managed air cargo security programs and policies at U.S. Customs and Border Protection. Regina has a Master of Arts degree in Security Studies from Georgetown University’s School of Foreign Service. She also has Bachelor of Arts degrees in International Studies and Anthropology from the University of California, Irvine.

Allison Lerner Honorable, Inspector General at NSF Allison C. Lerner assumed the duties as Inspector General of the National Science Foundation (NSF) in April 2009. As head of the Office of Inspector General she recommends policies for promoting economy, efficiency and effectiveness of NSF programs and operations. She leads efforts to prevent and detect fraud, waste, and abuse; improve the integrity of NSF programs and operations; and investigate allegations of misconduct in science. Prior to becoming Inspector General at NSF, Ms. Lerner served in leadership positions at the Department of Commerce, including Counsel to the Inspector General. In January 2015, Ms. Lerner was appointed to serve as Vice Chairperson for the Council of Inspectors General on Integrity and Efficiency (CIGIE). The Council is an independent Federal entity whose mission is to address integrity, economy, and effectiveness issues that transcend individual Government agencies. To accomplish its mission, CIGIE continually identifies, reviews, and discusses areas of vulnerability in Federal programs and operations with respect to fraud, waste, and abuse. Ms. Lerner has received several national awards for excellence. Ms. Lerner received her law degree and her undergraduate degree from the University of Texas. She will be speaking on the NSF and CIGIE actions to address threat to research integrity from unconventional exploitation methods.

He directs security governance, operations, and defense for Texas A&M Engineering’s research agency and the College, as well as the incident response team for the Texas A&M University System. In support of his agency’s DoD and DoE partnerships, he founded the first advanced practices cyber unit in higher education that encompasses security operations, incident response, and threat intelligence. Andrew has over thirteen years of experience working in enterprise information technology and security operations. His incident response experience includes leading the investigation on several high profile incidents, including the 2019 Texas Ransomware Attack. He earned the CISSP in 2014, deployed on two combat tours while serving with a Scout Swimmer platoon in the U.S. Marines, and is rarely found without coffee.
